The American man and woman had been on a week-long dive expedition with a group off Cape York.
The reef on which they disappeared, about 240km north of Cairns, is notorious for its sharks.
The disappearance raised fears of a repeat of the loss of Americans Thomas and Eileen Lonergan, who vanished while diving on St Crispin Reef, 38 nautical miles north-east of Port Douglas.
